RALI Project Launches the New CLEER Tool

Helping USAID Estimate the GHG Impact of Clean Energy Activities

The USAID Global Climate Change Office (GCC) and the USAID Resources to Advance LEDS Implementation (RALI) Project are excited to introduce the new online USAID Clean Energy Emission Reductions (CLEER) Tool! The tool, launched in October, is available to USAID and the global development community to estimate greenhouse gas (GHG) reduction impacts from clean energy activities.

The RALI team has held two webinars for USAID missions and implementing partners, and a recording is now available online. This tutorial guides participants through navigating the tool, setting up projects, entering data, and reporting GHG reductions.

About the CLEER Tool

The CLEER Tool is a web-based platform that provides a consistent and streamlined approach for estimating and reporting GHG reductions across USAID Clean Energy programs. It helps missions report on USAID GCC indicator 4.8-7—the quantity of GHG emissions, measured in metric tons of CO2 equivalent, reduced, sequestered, and/or avoided as a result of U.S. Government assistance. The tool is also available to the general public for estimating GHG emission reductions from existing or planned clean energy activities.

The tool covers renewable energy, energy efficiency, and fuel switching activities, such as solar, wind, hydroelectric, geothermal, building and appliance efficiency, and biomass use. Users who know the amount of energy generated or saved can use the tool to estimate GHG impacts. If this data is unknown, Excel-based calculators are available to use other activity-specific data to estimate energy and GHG savings through various engineering approaches. Over the coming months, these calculators will be integrated into the web tool.

The RALI project is also working to help USAID missions report projected GHG emissions reduced or avoided from clean energy activities through 2030, under the new indicator 4.8.2-34. Missions that are reporting on this indicator can download the new CLEER GHG Projections Calculator.
