UN Releases First Draft of COP21 Negotiating Text

The Washington Post (10/5) reported that the United Nations released the draft negotiating text for a major round of global climate talks coming up in Paris this December.  Negotiators from more than 190 countries will come together in Paris, with the goal reaching an agreement that advances global action on climate change. 

Climate Home news (10/6) said that the negotiating text was pared down to just 20 pages, but many parts of the text remain in brackets, meaning the precise language is yet to be agreed. The draft text includes a long-term goal for peaking or phasing out greenhouse gas emissions (GHGs), and it says countries should submit increasingly ambitious GHG-cutting plans every five years.
 
The Huffington Post (10/8) reported that 146 nations have already submitted global climate pledges – known as INDCs, or Intended National Determined Contributions – to the U.N. Framework Convention on Climate Change (UNFCCC). 
The UNFCCC website has a complete list of INDCs submitted.
 
Inside Climate News (10/2) noted that India had submitted its global climate pledge, vowing to source 40 percent of electricity from renewables and to curb GHG intensity from 33-35 percent by 2030. India estimated it will require $2.5 trillion over the next 15 years to achieve this.
 
The New York Times Editorial Board (10/3) welcomed India’s global climate pledge, calling it a breakthrough.
