Libya faces considerable obstacles in adapting to global climate change due to its physical geography and limited governance capabilities. The economy is almost entirely dependent on hydrocarbon production and exports, which have decreased in quantity due to recent conflict and decreased in value due to the drop in oil prices. Many of the country's population lives below the poverty line, and thus has limited resources to adapt to projected increases in temperature and extreme weather events. The energy sector contributes the vast majority of GHG emissions in Libya.
