Indonesia is a leader in low emission development, laying out a national plan to reduce emissions by at least 26% below business-as-usual levels by 2020. Indonesia's National Action Plan for Greenhouse Gas Reduction sets forth a wide range of mitigation activities and emission-reduction targets across major sectors.

Through the EC-LEDS program, Indonesia and the United States are partnering to enhance the foundation for low emission development strategy (LEDS) planning and implementation. The partnership is focused on advancing the conservation of carbon-rich forests and peatlands, supporting policy and regulatory reform for renewable energy, and facilitating private sector engagement and investment in low emission growth.

Accomplishments and Progress

Analyzing Risk to Enable Clean Energy Financing. LEDS is working with officials from Indonesia’s Ministry of Environment and Forestry to train risk analysts from finance institutions on environmental risk analysis. These actions help participants more effectively review renewable energy financing proposals from private project developers. More effective proposal reviews are increasing investment in clean energy which will help Indonesia increase energy security and open new markets for clean energy entrepreneurs. – 2016

Rice Projects Surveyed to Support Peatland Restoration. Indonesia conducted a rapid hydrological survey of Block C of the Ex-Mega Rice Project in Pulang Pisau, Central Kalimantan, which contains 440,000 hectares of peatland and 300 kilometers of canals. The survey will support peatland restoration activities in the area. – 2016

Deploying Small-Scale Clean Energy Projects. The EC-LEDS program is working with Indonesian ministries to deploy 118 small-scale renewable energy and energy efficiency projects across Indonesia over the next few years. The EC-LEDS program has facilitated financing, assisted with commissioning, and provided grants to community-based projects. In total, this effort will provide a total estimated capacity of 866 megawatts (MW), supply clean energy access for 9.3 million people, reduce annual greenhouse gas (GHG) emissions from the energy sector by 3.9 million tons carbon-dioxide (CO2)-equivalent, and help meet Indonesia’s renewable energy goal of 17% in 2025, set by the Blueprint for National Energy Development 2006-2025. – Ongoing

Bringing Renewable Energy onto the Grid. The EC-LEDS program and Indonesian energy experts worked together to finalize the first interconnection guideline for renewable energy generating plants for projects up to 10-MW size. The guideline outlines streamlined interconnection assessment procedures for independent power producers and helps ensure that renewable energy can be connected to and distributed through the Indonesian power grid system in a safe and reliable way.– 2014

Sustainable Land-Use Planning Promoted. With EC-LEDS program technical assistance and training, 12 Indonesian districts finalized strategic environmental assessments and landscape conservation plans. The recommendations from these plans provide the foundation for district-level spatial plans that reduce deforestation, articulate commitments to forest and peatland conservation, guide land-use decisions at the district level, and facilitate local access to REDD+ (Reducing Emissions from Deforestation and Forest Degradation) financing. – 2014 

Reducing Greenhouse Gas Emissions from the Palm Oil Industry. U.S. energy experts assessed the feasibility of Palm Oil Mill Effluent (POME) biogas power generation as an approach for reducing methane emissions from POME at 15 palm oil mills in Indonesia. The initial feasibility studies lay the foundation for greater emissions reductions through replication at many additional mills. - 2013 

Supporting Provincial Greenhouse Gas Action Plan Development. U.S. climate change specialists are helping Indonesia’s provincial governments implement local action plans for reducing GHG emissions (“RAD-GRK” mandate). To date, the United States has trained officials from all 33 Indonesian provinces on RAD-GRK guidelines, and worked with individual provinces to develop the land use and clean energy components of their RAD-GRK. - 2012
