Ukraine has taken a strong stance on climate change mitigation, committing to reducing economy-wide greenhouse gas (GHG) emissions, 20% by 2020 and 50% by 2050, relative to 1990 levels.
Through the EC-LEDS program, Ukraine and the United States are working to enhance climate change policies and mitigation activities at both national and subnational levels. National-level efforts are focused on improving the national GHG inventory system to support comprehensive and informed national low emission development strategies (LEDS) policy decisions and implementation. At the regional level, support for sustainable energy action plans strives to build a bottom-up approach to ensure transparency of and alignment with national-level strategies.

EC-LEDS Activities
Accomplishments and Progress
Investing in Clean Energy. The U.S. helped mobilize more than $70 million in clean energy project investments across 17 partner cities in Ukraine. Projects ranged from investment-grade energy audits of public buildings and implementation of energy efficiency measures to helping cities qualify for grants to improve their public transport systems. Increasing investment in clean energy will help Ukraine curb air pollution, increase energy security, and open new markets for clean energy entrepreneurs. - 2016
Clean Electricity National Roadmap Adopted. With U.S. support, Ukraine, along with seven other eastern European countries, developed and adopted a national roadmap to support a regional regulatory environment that will facilitate competitive retail electricity market development. Together, these retail electricity markets will enable consumers to choose where their energy comes from, including cleaner options. - 2016
Enhancing Ukraine’s National Inventory System. EC-LEDS program modeling experts have been working with the Ministry of Ecology and Natural Resources and Ministry of Economic Development and Trade to enhance the national GHG inventory system by aligning it with the Intergovernmental Panel on Climate Change's best practices to facilitate informed LEDS policy decisions and LEDS implementation. An improved inventory will enable Ukraine to accurately report its emissions, which helps show the progress that all countries are making to address climate change. – Ongoing
Waste-to-Energy Legislation Strengthened. Leveraging lessons learned from three waste-to-energy pilot projects, the EC-LEDS program partnered with Ukrainian officials to draft legislation that will incentivize future public-private solid waste management strategies that support clean energy production and reduce GHG emissions. – 2014
Use of Analytical Tools for LEDS Planning Expanded. The EC-LEDS program worked with the Ministry of Ecology and Natural Resources and Ministry of Economic Development and Trade to update the TIMES-Ukraine national macroeconomic model, which will be used to evaluate impacts of GHG emission mitigation actions through 2050 and to inform climate change decision- and policy-making. – 2014
