USAID Comprehensive Action for Climate Change Initiative (CACCI)

The USAID Comprehensive Action for Climate Change Initiative (CACCI) is a global program designed to help countries develop and implement ambitious climate policies and practices to mitigate climate change and increase resilience. CACCI works with USAID Missions, partner governments, the private sector, and local experts to facilitate climate action that is driven by the needs and priorities of each country to meet their Paris Agreement obligations.  

CACCI contributes to USAID’s Climate Strategy by helping countries implement their Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs), while ensuring inclusion and local ownership of solutions and their benefits. These efforts support USAID’s target for aligning development and humanitarian assistance programs with NDCs, NAPs, and partner country climate policy priorities in at least 80 countries by 2030. 

CACCI works across the full cycle of climate action, from policy to planning, investment, implementation, and tracking and reporting progress:

  • Design/Update Climate Policies: Submission of updated and more ambitious NDCs and NAPs by 2025 is a requirement to fulfill the goals of the Paris Agreement.
  • Mainstream Climate: Plan & Budget: Integration of climate change mitigation and adaptation strategies into sector, sub-national plans, and budgets ensures a proactive approach in addressing climate impacts, promoting resilience, and allocating resources effectively and efficiently toward climate-related actions.
  • Mobilize Climate Investment: Mobilization of climate investment and finance from private and public sector, and promoting scale up of innovative technologies, is critical to achieving NDC and NAP ambitions. 
  • Implement Climate Actions: Implementation of inclusive climate action supports the reduction of greenhouse gas emissions, enhancement of climate resilience, and promotion of sustainable development.
  • Track, Monitor, & Report: Tracking, monitoring, and reporting on climate progress promotes accountability and transparency, and enhances the understanding of the effectiveness of actions and global progress. These processes identify needs for course correction, support shared learning, build investor confidence, and raise public awareness. Monitoring changes in climate conditions and vulnerability is critical to responsive planning.

Throughout its work, CACCI seeks to ensure gender equity and social inclusion (GESI) are central in all activities. Women, youth, and marginalized populations are disproportionately affected by climate change, and these groups should be at the forefront of addressing climate action. To do so, CACCI designs activities and supports responses to build capacity for equitable participation in climate policy development, project design, and implementation; enhances climate and gender data collection for informing planning and decision making; and ensures equitable access to climate funding opportunities. 

CACCI responds to the President's Emergency Plan for Adaptation and Resilience (PREPARE), the Global Climate Ambition Initiative, and the Global Methane Pledge, amongst others. CACCI is being implemented by Abt Global in collaboration with the International Institute for Sustainable Development and the affiliated National Adaptation Plan Global Network, Purdue Applied Research Institute, and the World Resources Institute, along with regional and local partner organizations.

National Adaptation Plans and Adaptation

CACCI supports countries in advancing national adaptation policy and planning, including support for NAPs and NDCs; locally led adaptation; resilient food, health, and water resources systems; increased investment and access to adaptation finance; and improved measurement of impact and resilience benefits—all in the face of a rapidly changing world.

Countries must pursue bold policy reforms to strengthen agriculture-led economic growth and improve food security in the face of climate change. CACCI supports the U.S. Government’s Feed the Future initiative to boost agriculture-led growth, resilience, and nutrition through facilitating partnerships across sectors, supporting ambitious national policies, building technical capacity, and mobilizing private-sector investment.

CACCI's Partnership for Climate Action (PCA) engages private sector partners to advance countries’ Paris Agreement commitments and their own sustainability goals. The PCA enables partners to embed climate resilience and adaptation into business operations and strategies, identify and invest in critical projects to decarbonize economies, leverage innovation capabilities for resilience, and shape policies to enable climate investments and financial flows.
