Case Study - Climate Action Planning: Developing a Provincial Greenhouse Gas Inventory and Emissions Scenarios Modeling
Mpumalanga Province is one of the highest emitters of greenhouse gasses among South Africa’s nine provinces. In 2018 and 2019, the USAID South Africa Low Emissions Development (SA-LED) program supported the Mpumalanga provincial government in the development of the Mpumalanga Climate Change Mitigation Strategy and Implementation Plan (MCCMS) to codify provincial climate action planning. As part of the development of the strategy, the SA-LED program supported the province in carrying out a provincial-wide greenhouse gas inventory to develop an evidence base of greenhouse gas emissions in the province, as well as to create scenarios on how these emissions might evolve in the future. This case study explores the process of creating such an inventory and offers learnings on the process of developing a greenhouse gas inventory at a sub-national level.
