Climate Finance Reflection Tool (Clif Reflect)

Overview
Climate Finance Reflection Tool (Clif Reflect) enables relevant national stakeholders, political decision-makers, planners, experts, and partners to better assess a country’s current capacity and climate finance readiness, identify needs, and clarify a strategy for advancing such readiness. It can also be used to regularly monitor climate finance progress.
Inputs and Outputs
Clif Reflect offers guidance questions for reflection on the level of available capacity and outstanding needs. The tool can be used in stakeholder meetings and workshops, and questions can be discussed in small facilitated groups, and subsequently in a larger group. Results are laid out in a graph and can be used for designing a CFR roadmap which describes current capacities and outlines further capacity needs to make more effective use of climate finance.
When applying the tool, users will need to prioritize the following to ensure effectiveness: involvement of key stakeholders and decision makers, as highly political decisions will be made; continuous cross sectoral cooperation; clear linkages between interventions, strategies, budgets, and existing initiatives, policies, and institutions.
Limitations
Clif Reflect will be iteratively adapted to new developments in the climate finance readiness field and with the Green Climate Fund, and user feedback on the tool.
