This document provides guidance for for field-based Operating Units (OUs) (Missions) and Washington OUs on climate risk management (CRM) in USAID projects and activities. CRM is the process of assessing, addressing and adaptively managing climate risks. Climate risks pose potentially negative consequences on projects or activities due to changing climatic conditions. The goal of CRM is to both render USAID’s work more climate resilient and to avoid maladaptation.
With few exceptions, all projects and activities, whether designed by Missions or Washington OUs, are required to assess and address climate risks. This document includes an overview of climate risk management in the program cycle, how to incorporate CRM in projects and activities, options for assessing climate risk, and information on CRM and monitoring, evaluation and learning. Also included is information on additional resources and support for climate risk management efforts.
