Climate Vulnerability Assessment: An Annex to the USAID Climate-Resilient Development Framework
This annex is an introduction to climate vulnerability assessments (VAs), one of the first inputs when designing evidence-based climate adaptation measures, including projects tailored for a country or region.
It includes key definitions, a conceptual framework to increase the consistency of such assessments, sample questions for VAs at the country, sector and local levels, and an overview of methods and outputs. It is aimed at those who are designing and managing VAs.
The VA process described is part of USAID’s five-step Climate-Resilient Development Framework, which helps decision makers and development practitioners understand and address climate variability and change within development programs.
A sound VA should enable the integration of climate change considerations into existing development activities or processes. The one described in the annex focuses on the sectors, issues and timescales of greatest relevance to development objectives.
The annex concludes with references and five appendices to further assist practitioners in implementing successful adaptation measures.
