Guidelines on Development Submission and Assessment of Reference Levels
According to a guideline - Decision 12 - established by the Conference of Parties (COP) in Durban in 2011, RELs and RLs must be developed according to five rules, outlined in the brief.
It explains how reference levels should be submitted, noting that information provided should be in line with the most recent Intergovernmental Panel on Climate Change (IPCC) guidelines. Among four points, it notes that countries should submit information they used in constructing RELs and RLs, including historical data, in a comprehensive and transparent way.
All country submissions will be subject to a 10-part technical assessment. This includes, for example, how historical data have been taken into account. The assessment team may also identify areas for improvement but will not make judgements on domestic policies that guided the construction of reference levels.
The brief notes that the UNFCCC coordinates the assessment process and that these sessions happen once a year.
