Mid-term Performance Evaluation of the USAID/Climate Change Adaptation Project Preparation Facility for Asia and the Pacific
Final Evaluation Report
This is a mid-term evaluation of the USAID/Climate Change Adaptation Project Preparation Facility for Asia and the Pacific.
The program aims to build capacity in the region to adapt to climate change. This includes ensuring financial support for climate adaptation projects and sharing knowledge, including best practices.
In terms of knowledge sharing, the program has not fully used the Asia-Pacific Adaptation Network as originally envisioned. Few USAID knowledge products have been made available. The evaluation gave mixed results for an annual forum in terms of using it to help generate more funding for projects aimed at climate adaptation.
It found the capacity building program has the greatest emphasis, but is fragmented. It said a challenge for the program for its final two years will be to identify and reinforce the activities that have the greatest potential for regional application. The evaluation did find that USAID Adapt Asia-Pacific has provided superior niche-level technical assistance for adaptation project proposals. Most assistance has been delivered bilaterally, with limited instances of regional learning.
