At COP-26, USAID announced an ambitious set of targets to advance the President’s Emergency Plan for Adaptation and Resilience (PREPARE). PREPARE will support developing countries and communities in vulnerable situations around the world in their efforts to adapt to and manage the impacts of climate change. These impacts are already being felt, and USAID brings significant experience to bear on supporting the climate resilience of developing countries.

Catalyzing private finance for climate action is essential to achieving goals for limiting global warming. USAID can play a pivotal role in climate action across partner countries by increasing funding for activities that catalyze and crowd in private capital to climate-focused investments. The Intergovernmental Panel on Climate Change (IPCC) estimates USD 1.6 trillion is needed annually to keep global warming to the 1.5-2°C target range; only 38 percent of this was funded in 2019. Blended finance, the strategic use of public resources to attract private capital, represents an opportunity for USAID to help close this gap and dramatically increase the scale and scope of climate finance in the coming years.

Ecuador presents many opportunities for reducing greenhouse gas (GHG) emissions from the agriculture, land use, and forestry sectors. The country has committed to reducing its emissions from land use change by 1.7 million metric tons (Mt) of carbon dioxide equivalent (CO2e) annually, unconditional on any donor investment, and by an additional 6.7 MtCO2e provided sufficient additional investment. An assessment of 16 potential land-based mitigation opportunities found that the total cost-effective potential in Ecuador was in fact about 33.6 MtCO2e annually. That estimate only includes activities that would not have negative impacts on biodiversity or on food and fiber supply.
