A Country Development Cooperation Strategy (CDCS) defines how a Mission will further the goal of ending the need for foreign assistance in a given country by articulating how and where it will build self-reliance with the country partner.

Implementing and adaptively managing the strategy is the fourth and last phase of climate risk management for strategies, after incorporating results of the strategy-level climate risk screening. Climate risk management (CRM) should be incorporated, as appropriate, into implementation and monitoring, evaluation and learning to ensure climate risks are addressed and adaptively managed. It should also be incorporated into later stages of the program cycle to ensure all projects and activities appropriately consider and address climate risks.
Incorporating results is the third phase of climate risk management (CRM) for strategies, after conducting the strategy-level climate risk screening. To realize the benefits of CRM, design teams must incorporate screening results into strategy design. Incorporating CRM into strategy design not only ensures the sustainability, resilience and impact of USAID’s strategic development objectives, but also facilitates consideration of climate risks during project and activity design and implementation.
Conducting the climate risk screening is the second phase of climate risk management for strategies, following planning for the screening. Conducting a climate risk screening consists of three interrelated steps—assessing climate risks, addressing climate risks, and planning for adaptive management. The screening also involves consideration of opportunities to enhance results and build climate resilience.
Planning for the climate risk screening is the first phase of climate risk management for strategies. This phase entails developing a clear plan for conducting the screening. Creating and sensitizing this plan early in strategy development helps ensure that CRM informs the strategy without slowing or delaying the process. The planning process is most effective before the stretegy's results framework and theory of change are finalized.
